They do not exist and in particular are subjected to all kinds of inhumane, humiliating, cruel and sometimes even torture. Therefore, the need for more and more effective support for them required the formulation and approval of special regulations. Article 1 of the Basic Principles of Treating Prisoners The article states the most important basic principle in the treatment of all human beings, especially prisoners: "All prisoners must be treated with respect for their "inherent dignity" and their value as human beings." It is also necessary to pay attention to their dignity and dignity in interacting with prisoners, although maintaining human dignity in the use and employment of prisoners should not overshadow the punishment that the legislator has determined for each prisoner..</p> <p>زندانیان از جمله گروه&zwnj;های در معرض خطر نقض حقوق بشری در سطح جامعه بین&zwnj;المللی هستند که به لحاظ شرایطی که در آن به سر می&zwnj;برند، امکان نادیده گرفتن آن&zwnj;ها و تعرض به حقوق و آزادی&zwnj;های اساسی&zwnj;شان بیش از دیگر گروه&zwnj;های انسانی بوده و غالبا شرایط منصفانه&zwnj;ای برای احقاق حقوق آن&zwnj;ها وجود ندارد و به طور خاص تحت انواع و اقسام رفتار&zwnj;های غیر انسانی، تحقیر&zwnj;آمیز، ظالمانه و حتی گاهی شکنجه قرار می&zwnj;گیرند. از این&zwnj;رو، ضرورت حمایت بیشتر و مؤثر&zwnj;تر از آنها، تدوین و تصویب مقررات ویژه&zwnj;ای را ایجاب می&zwnj;نمود. ماده 1 اصول اساسی رفتار با زندانیان ماده، مهم&zwnj;ترین اصل اساسی در رفتار با تمامی انسان&zwnj;ها، به ویژه زندانیان را مطرح نموده است: «باید با تمامی زندانیان با احترام به «کرامت ذاتی» و ارزش آن&zwnj;ها به عنوان افراد انسانی، رفتار گردد» . هم&zwnj;چنین لازم است در تعامل با زندانیان، به کرامت و حیثیت آنان توجه شود گرچه حفظ کرامت انسانی در بهره گیری و اشتغال زندانیان نباید مجازاتی که قانونگذار برای هر زندانی تعیین کرده را تحت الشعاع خود درآورد.</p>
